Newsroom Wichita DCF Worker Named Agency’s Employee of the Year

TOPEKA – Candice Liston, a Business Process Manager for the Kansas Department for Children and Families (DCF), was recently named the agency’s 2015 Employee of the Year for the state.

Liston was informed on Jan. 14, at a surprise party at the DCF Administration Building in Topeka that she had also been chosen the agency’s Employee of the Year. Liston was also named one of the agency’s Employees of the Quarter, for which she will attend a reception in February with Gov. Sam Brownback and other recipients of the honor from numerous State agencies.

“We’re very happy to honor Candice for her fantastic work, which has brought very innovative changes within our agency,” said DCF Secretary Phyllis Gilmore.

Based in Wichita and serving within the Economic and Employment Services division of DCF, Liston provides oversight and direction to the agency’s Business Process Management program, which ensures the effectiveness of DCF’s economic assistance initiatives. 

Since joining DCF in 2002, Liston has held numerous positions and has extensive experience overseeing clients’ eligibility for cash, food, child care and medical assistance. She was nominated for the award by her peers, who praised her coordination of a statewide improvement of the eligibility determination system, which has resulted in quicker responses to cases. The Business Process Model was implemented to increase efficiencies when processing eligibility applications. Clients once waited up to one month to learn of their eligibility status. Client applications now average eight to 10 days for processing. Many clients’ applications are processed within the same day.

“It’s very rewarding looking back on all the work that I have done with my co-workers over the past year,” Liston said. “I really appreciate them for their support and for nominating me for this award, which represents the work we accomplished as a team.”

Liston is married and has two daughters.  Her mother and sister are also DCF employees, both in the Winfield service center.
